modules/lsp/keymaps: init
Initial LSP keymaps option, inspired by `keymapsOnEvent` and
`plugins.lsp.keymaps`.

Users can define `lspBufAction` instead of `action` if they wish to use
a `vim.lsp.buf.<action>` callback.
