lib/*-plugin: use lib.mkPackageOption internally

Instead of maintainers providing an actual `defaultPackage`, they should
specify the pkg name which we'll use when calling `lib.mkPackageOption`.

This makes `mkVimPlugin` and `mkNeovimPlugin` compliant with #1950.
