docs: misc improvements (but mostly related to Rspamd) (#3858)

* remove leftover statement on `/etc/os-release`
* update wording on the PR template
* add section about other services to Rspamd docs
* remove more outdated information from Rspamd docs
* moved links and minor rewording in Rspamd docs
